You should see a message indicating that administrative rights were enabled.
You can find information on the web interface

Server Tips
Q: I can't get download redirection to work! I've spent hours/days/weeks
on it, and my clients STILL download from the UT server!! WHY?!?
A: Download redirection is a PAIN IN THE ASS. Here are some anecdotes that
may help you.
- Well, I finally got download redirection working. I had EVERYTHING set up
right, and was banging my head as to why clients were still downloading
from the server. Well, first thing is that once a client hits the UT
server instead of the redirector for even _one_ little file, it uses the
UT server from there on out, EVEN IF THE FILES EXIST ON THE REDIRECT.
So make sure your redirect has _every_ file available. Second problem was,
I was having case sensitivity problems on the Unix web server, and I
thought I'd be a REAL smartass motherfucker and use Apache's mod_speling
to take care of them. WRONG ANSWER. Apache will return a "301
Permanently Moved" instead of a "200 HTTP OK", and UT interprets this as
a FAILURE, and will therefore download everything from the UT server from
then on! Case sensitivity is a pain in the _ass_, but just take care of
it properly -- you've only got to do it once! Make sure your filenames
on the redirector match the ENTRIES IN THE SERVERPACKAGES LINES in your
UT INI file. **THIS** is the criteria for case sensitivity; NOT the case
of the packages in your UT server's directories, or in the INT files.
